Title I

E.S.E.A. - TITLE I Information
The E.S.E.A. Title I Program is a federally funded project developed to meet the academic needs of students. E.S.E.A. stands for the Elementary and Secondary Education Act that was passed in 1965. The No Child Left Behind Act, signed into law by President George H.W. Bush on January 8, 2002, reauthorized E.S.E.A. Title I. The No Child Left Behind Act is designed to promote educational excellence for all students. The goal is for all students to achieve proficiency of the academic standards. Clairton City School District has two schoolwide programs at Clairton Elementary School and Clairton Middle/High School. We also offer Title I services to eligible Clairton non-public school students through the Allegheny Intermediate Unit non-public school program.

Highly Qualified Teachers 
According to the U. S. Department of Education, a highly qualified teacher, is fully certified, has a bachelor’s degree and has completed a content area major OR has passed a content area test in the subject he/she is assigned to teach. In Pennsylvania, a fully certified teacher must have a bachelor’s degree, a content area major AND have passed a content area test. In addition, fully certified teachers in Pennsylvania have completed pedagogical course work in education, including student teaching. Every teacher in Clairton City School District meets the No Child Left Behind standards for Highly Qualified Teachers.

The Title I Parent Involvement section of the No Child Left Behind Act (NCLB) requires each Title I school to develop a written parental involvement policy that describes the means for carrying out the requirements of Section 1118 The School must ensure that information related to school and parent programs, meetings and other activities are sent to the parents of Title I children in a format and in a language the parents can understand.

  • Compacts - The Clairton City School District, and the parents of the students participating in activities, services, and programs funded by Title I, Part A of the Elementary and Secondary Education Act (ESEA) (participating children), agree that this compact outlines how the parents, the entire school staff, and the students will share the responsibility for improved student academic achievement and the means by which the school and parents will build and develop a partnership that will help children achieve the State’s high standards.

      Are you aware the PA Department of Education has a website for Title I families to access Parent Involvement Resource Materials? As a Title I parent, you may request a single copy of one or more (up to 10 titles) of the booklets from the Resource Center completely free of charge. When you make your booklet selections, you can check up to ten resources that you would like to receive in the mail. These materials are divided into twelve different categories: Career Awareness, Personal Development, Parent/School Involvement, Special Educations, Life Schools, Child Safety, Child Development, Title I, Helping Your Child Learn, Family Communications, Middle School, and Substance Abuse to make your specific area(s) of interest easy to locate.
